State of Emergency Declared in New York
New York Governor Kathy Hochul declared a disaster emergency on Monday in response to a growing measles outbreak, expanding the authority of health professionals to administer measles-mumps-rubella (MMR) vaccines. The declaration, which remains in effect through November 4, comes as the state recorded 108 measles cases this year as of October 3. Seven of those cases were reported in New York City and 101 in other parts of the state, including 92 cases since July 15 concentrated in rural communities with low vaccination rates. [1]
Broader National Resurgence and Context
The United States largely eliminated measles by 2000, but has recently experienced multiple outbreaks driven by declining vaccination rates that fall short of the necessary 95 percent threshold. Neighboring Pennsylvania recently surpassed 1,000 measles cases this year, marking the nation's largest outbreak in three decades. Additional outbreaks have also surfaced in Texas, Utah, Ohio, and South Carolina. Health experts attribute the drop in immunizations to a growing anti-vaccination movement, while international officials from the Pan American Health Organization are scheduled to meet in November to evaluate the measles-free status of the US and Mexico.
