Trump Order Promotes Red Dye Diesel for Highway Use

Executive Order on Red Dye Diesel

President Donald Trump signed an executive order during a Nebraska campaign rally to temporarily allow tax-exempt red-dyed diesel to be used on highways. The move aims to expand fuel access and lower prices for truckers and farmers as diesel costs remain high. The directive instructs the Treasury Department to defer federal excise taxes on dyed diesel used on highways through December 31 without interest or penalties, and to explore ways to eliminate the deferred obligation. Industry Warnings and Logistical Challenges

Major fuel industry groups, including the Energy Marketers of America, the Society of Independent Gasoline Marketers of America, and the National Association of Truck Stop Owners, warned gas stations and truck stops to proceed with caution. The organizations noted that deferral is not tax forgiveness and that federal excise taxes are still legally owed. Furthermore, industry groups highlighted significant logistical hurdles, explaining that residual red dye lingers in storage tanks and fuel systems, meaning the operational liabilities and customer risks outweigh any temporary benefits for most retailers. Independent long-haul truckers also suggested the move would offer minimal relief compared to achieving broader market stability. [1]

Context Behind Rising Fuel Prices

The administration's action comes as diesel prices remain elevated amid restricted global supplies. AAA data showed diesel prices reached a record $6.53 a gallon on September 22, with the national average sitting at $6.32 a gallon. White House and industry officials point to multiple pressures on fuel markets, including the conflict with Iran, Ukrainian drone strikes on Russian refineries leading to export bans, and domestic refinery capacity constraints.
